This is a potential project where an investor has bought a plot of land and is considering what to do with it. He has hired Solid Rock Engineering to complete a preliminary report to assess the feasibility of his intention for the property.  Not every investor/property owner does this, but it is absolutely the right path to pursue.  It is far cheaper to redraw a design than edit construction.
